Comprehensive Immigration Reform bills were introduced in Congress in both 2006 and 2007. In 2006, separate versions were passed in the Senate and House, but an agreement was never reached in conference committee. In 2007, a version in the Senate proposed by Senators John McCain and Ted Kennedy with support from Pres. Bush failed to reach a cloture vote.
